In Subseries 4: Defense Issues are papers that describe Congressman Long's attention to matters of national and international security. As a member (1965- ) and later chairman (1977-1984 ) of the Foreign Operations Appropriations Subcommittee, he witnessed the lucrative business of international arms sales, the growth of the defense industry, and the alarming spread of nuclear technology. Noting that "nuclear power tends to lead to nuclear arms," he argued for Congressional approval before the transfer of nuclear technology and materials to foreign countries. He introduced amendments to tighten U.S. nuclear export policies so that the spread of nuclear weapons could be contained. Congressman Long's position on nuclear proliferation was clearly stated in a published article "Nuclear Proliferation: Can Congress Act in Time?" International Security. Spring 1977, pp 53-79. (See Folder 27, Box 32) His interest in military training and preparedness led to his membership on the Board of Visitors of the U.S. Military Academy at West Point, 1976-1984, during a period when the Academy was reviewing its own regulations regarding basic training, the honor code, and questions of fraternization.

In the series are reports; clippings; correspondence with military officials; investigation of weapons systems, arms transfers, and military sales; extensive investigation into the international exchange of nuclear technology; and other information related to military bases and service academies. The materials are arranged by subject in Boxes 29 to 32. Larger reports including most of the information on nuclear proliferation and arms sales are filed in Box 32.
