In Series 4: Speeches are notes and research materials used by Congressman Long for the many speaking engagements he accepted, 1968-1984. There are a few prepared, fully-written speeches in the series; mostly the folders contain notes and background information that allowed Long to speak in a more extemporaneous fashion to his audiences. He apparently knew his audience and the topic well enough so that notes and briefing statements were adequate preparation for his talks. He spoke often on those issues of concern to him - nuclear proliferation, foreign policy - but his attention was again given largely to constituent services and local concerns. He frequently attended meetings of civic associations, lodges and auxiliaries, garden clubs, senior centers, volunteer groups, and school assemblies. To an 8th grade class at Towsontown Jr. High School, he spoke about water and air pollution in 1969. To the Liberty Lodge of B'nai B'rith, he spoke about economic aid to Israel in 1973. To the Bush River Association for Retired People, he spoke about Social Security in 1984.

The items in the series are listed chronologically. Long's speeches were not titled, but the names of the organizations he addressed are listed on the folders along with the appearance dates.
