Scope and Contents

The records of the Office of the Dean range in date from 1944 to 1987, although the bulk of the records date from between 1950, when the School of Advanced International Studies (SAIS) became affiliated with The Johns Hopkins University, and 1979. The record group is subdivided as follows:

Since Subgroup 3 is small and incomplete, it is not divided into series at this time. These records, consisting primarily of correspondence, memoranda, reports and minutes, reflect the academic and administrative responsibilities of the Office under the leadership of its first three Deans: Philip W. Thayer, Francis O. Wilcox, and Robert E. Osgood.

Conditions Governing Access

All collections are closed except to office of origin or original owner until processed. University records are closed for 25 years from the point of creation. These files contain personnel records, attorney-client privileged information, and personally identifiable information, which are subject to further restrictions.

Access is restricted to education records of living students or former students, as defined by the Family Educational Rights and Privacy Act, unless the student or former student grants access in writing. If it is not possible to verify date of death, the student will be assumed to be deceased 80 years after date of graduation, or date of last attendance.

History

The School of Advanced International Studies was established in Washington, DC, in 1943 by the Foreign Service Educational Foundation. In September 1950, the School was incorporated into the Johns Hopkins University and became one of the graduate divisions of the University.

An Office of the Dean has existed since the School's affiliation with the University. Prior to affiliation, the School was apparently governed by the President of the Foreign Service Educational Foundation. The first Dean, Philip W. Thayer, initially served as a full-time faculty member in addition to fulfilling his administrative responsibilities.

The functions of the Dean were defined in the "SAIS Faculty Handbook" (Subgroup 1, Series 1, "Faculty Handbook," n.d.) as following:
The Dean is the chief executive and educational officer of the school. He is responsible for planning, administrating, and developing the School's programs and activities and for managing the School's finance, raising money, and representing the School generally. He employs and supervises the administrative staff and determines the salaries and stipends of faculty and staff. He appoints full-time members of the faculty with the approval of the Academic Board and appoints part-time faculty with the advice of the relative field director. He establishes academic committees and appoints their members.
